Approved Apartment Complex Property Tax Exemption

“The City greatly appreciates the commitment from South Shore Landing, LLC for the continued support for growth in Moorhead, especially residential multi-family housing units. This will be a great addition to the community and it provides an ongoing housing need to both current and prospective residents,” explained Matt Maslowski, Moorhead’s Economic Director.

The Council approved a two-year $45,500 property tax exemption to South Shore Landing LLC. The submitted project plans include the construction of a 65-unit multi-family apartment complex with attached 1-story community building located at 2790 40th Street South. The four-story complex will be a typical wood-framed. The plans call for a mix of studio, one, two, and three bedroom units as parking available for 129 vehicles including 65 garage stalls.

Only the new assessed building value will receive the exemption. The estimated new building value is $5,200,000 or $80,000 per unit. The constructions of the complex will begin in the Spring of 2015 with a completion date of Winter 2016. The agreement requires the project operator to provide updates for two years or when the agreement conditions have been met. Failure to complete the agreement, the contractor will be required to pay to the City an amount equal to the tax exemption plus interest.

It is the City’s belief that by granting property tax exemptions it increases the community’s long-term economic vitality with additional housing choice, new jobs, increasing employment opportunities for Moorhead residents and expanding Moorhead’s property tax base. Further, that increasing the number and types of housing units will grow Moorhead’s residential market and provide additional customers for Moorhead businesses.

Approved the 2015-2019 Pavement Management & Transportation Improvement Plan

On March 21, 2005, the Mayor and City Council adopted the City’s first five-year Pavement Management & Transportation Improvement Plan for the years 2005-2009. The Plan is updated or amended on an annual basis.

The 2015-2019 Plan has adopted a resolution finding the projects consistent with the 2004 Comprehensive Plan. The Planning Commission reviewed the Plan on February 3, 2015 and the 2004 Comprehensive Plan. The projects included in the plan can be review on the City’s website. The Plan does not include projects that rely on Federal or State funding that has not yet been secured (e.g. SE Main Ave/20th St/21st St Railroad Grade Separation Project), or are being entirely funded by other agencies (e.g. the TH 75/I-94 Interchange Reconstruction proposed by MnDOT in 2016).

Moorhead engineer Bob Zimmerman provided information that the City’s share of the 2015 projects is estimated at $8.2 million with the total cost of $26.7 million. All projects proposed from 2015 to 2019, the City’s estimated cost is $25.6 million with the total cost of $54.1 million.
