Action 1: Public Hearing:

Adoption of Special Assessments for Public Improvements for Various Construction Projects

Voting requirements: Three-Fourths of Council (6)

Passed Unanimously

· On July 14, 2014, the City Council adopted a resolution declaring costs to be assessed for various infrastructure construction projects, and ordered the preparation of proposed assessments.

· On July 30, 2014, a public information meeting was held where property owners’ specific questions or concerns regarding the proposed assessments could be addressed by staff. No property owners attended the meeting.

· Assessment costs of approximately $5,559,461 are applied to all benefited property owners.

Action 2: Authorized Moorhead Public Housing Agency to construct affordable rental housing within the City of Moorhead (up to four units at the northwest corner of 9th Street and 2nd Avenue North.

Voting requirements: Majority of Quorum

Passed Unanimously

· The Moorhead Public Housing Agency Board received approval to submit a development proposal to HUD to construct a 3-unit housing development on existing MPHA property at the northwest corner of 9th Street and 2nd Avenue North. All units are planned as single story, two-bedrooms each. Riverview Heights high-rise apartments are located on the northwest portion of the MPHA property, closer to the river.

· MPHA Executive Director Sally Roe is communicating by mail with residential and business neighbors within a one-block radius of the site to inform neighbors of their plans to rebuild public housing units at this location.

· The primary redevelopment financing are HUD funds that has been designated for replacement housing after 46 townhomes previously located on the site were demolished in 2006 due to foundation problems and deterioration. At the time the townhomes were demolished, HUD granted MPHA 25 replacement housing.

Action 3: Approved the submission of two applications for Legacy Grant funding.

· Minnesota Legacy Grant Funds are administered through the Minnesota Department of Natural Resources and are provided through the Minnesota Legislature from the Clean Water, Land, and Legacy Amendment. These grants are given in an effort to assist Cities and Counties throughout Minnesota with funding for eligible projects including land acquisition, development, improvement, and restoration of park and trail facilities of regional or statewide significance. In reviewing the criteria for the grants, it became evident that the remaining Phases of the MB Johnson Park project meet the criteria for the Parks and Trails Grant, while the Trails along the River Corridor meet the requirement of the Trails Grant.

Runway style fashion show you do not want to miss! Come out and preview this season’s fall fashion held at the Moorhead Center Mall on August 21 from 6:30 – 8:00PM.

Preview over 40 looks for fall. Ages 9 and up, male and female.

Concordia College to hold

Moorhead Cobber Corn Feed

Get ready for corn on the cob with Cobbers Wednesday, Aug. 20, when Concordia College holds a Corn Feed in Moorhead. The event is for all Concordia alumni, students, parents, friends and prospective students in the area. The Corn Feed is at 5:30 p.m. on the Concordia campus near Prexy’s Pond.

Concordia provides the corn, along with butter, salt and napkins at no charge. Bring whatever else you would like to eat and utensils. Food will also be available for purchase from the Concordia Dining service. For entertainment, there will be inflatable games from Games Galore, a clown from the Fargo Entertainment Company, a barrel train and face painting.

Cobber Corn Feeds have become an annual tradition throughout the country. They allow Concordia students, alumni and friends to renew friendships, make new acquaintances and learn more about what is currently happening at the college. There will be 22 corn feeds this June through August held in 12 states.

Moorhead Police

Department Citizens Police Academy

The Moorhead Police Department is offering an opportunity for citizens of the community to attend their Fall Citizens Police Academy. This program is open to anyone in the community and/or City of Moorhead employees 18 years of age and older.

The purpose of this ten (10) week program is to provide individuals the opportunity to experience certain aspects of the police department and the types of technology used in gathering evidence and clues in criminal cases. The following are some of the topics that will be presented:

• Patrol Officer Hiring, Training, and Equipment

• Use of Force & Officer Safety Concerns

• Crime Scene Investigation \ Evidence Collection

• Computer Crimes

• Investigative Division

• Traffic Stops & Firearms

• Special Programs such as SWAT & K9

This ten-week program will be held Thursday evenings, from 6:00 to 9:00 p.m. beginning September 18, 2014 and continuing through November 20, 2014.
