2013 Comprehensive Annual Financial Report & Audit Presentation
The City of Moorhead was presented the Certificate of Excellence in Financial Reporting for its Comprehensive Annual Financial Report (CAFR). The Government Finance Officers Association of the United States and Canada (GFOA) has award our City the well-deserved honor annually since 1983.
In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized CAFR. This report must satisfy both generally accepted accounting principles and applicable legal requirements.

· Professional standards require that all known and likely misstatements identified during the audit, other than those that are clearly trivial, and communicate them to the appropriate level of management. There were no such misstatements identified during the audit.
· No new accounting policies were adopted and the application of existing policies was not changed during 2013.
· We noted no transactions entered into by the governmental unit during the year for which there is a lack of authoritative guidance or consensus. All significant transactions have been recognized in the financial statements in the proper period.
· We encountered no significant difficulties in dealing with management in performing and completing our audit.

Moorhead Public Service Implements Voluntary Watering Restrictions
Moorhead Public Service (MPS) is implementing voluntary watering restrictions to be effective June 1, 2014, to October 1, 2014.
MPS’ water shortage emergency plan includes a section on oddeven lawnwatering restrictions as follows: Lawn watering and car washing will be limited to all customers by street address. All customers with evennumbered addresses can use water for lawn watering and car washing on evennumbered days only. All customers with oddnumbered addresses can use water for lawn watering and car washing on oddnumbered days only.
The following uses are exempt from the watering restrictions:
1. Gardens
2. Flowers
3. Newlyplanted trees and shrubs
4. Newlysodded or seeded lawns
The definition of newlyplanted or newlysodded is planted or seeded within the last 12 months. Restrictions remain voluntary unless summer weather conditions warrant.

Red River Fine Art Show

June 25-26, 2014, Wednesday and Thursday, 10:00 a.m. – 8:00 p.m. At the Moorhead Center Mall, Moorhead, Mn.
The Red River Watercolor Society announces a multi-media fine art exhibition and sale by local and regional artists. The public is invited to see paintings in watercolor, oil, acrylic and multi-media, wax, hand- made clothing, jewelry, candles, sculpture, pottery, photography, wood and glass. There will be demonstrations, and live music. The event is free to the public.
Artist Reception Wednesday – June 25th 5:00-7:00 p.m. is open to the public- refreshments served. This reception is provided through a unique partnership between the art community, the Moorhead Center Mall merchants and Moorhead Mayor Williams.
The Red River Watercolor Society, now grown to over 190 artists, promotes arts education, achievement and inspiration through projects that encourage new artists and invite more community participation. The RRWS 21st Annual National Juried Watermedia Exhibition is also currently available at the Hjemkomst Center, Moorhead, MN.
The RRWS is pleased to partner with the Moorhead Center Mall merchants, management and Moorhead City Administration in support of the arts community. Their facility, support and convenient central location provide an ideal hosting environment for this event and future arts community events.
Public Hearing for 2014 Community Development Block Grant Action Plan Amendment

The City of Moorhead is considering an amendment to its Community Development Block Grant (CDBG), a grant awarded to the City by the U.S. Department of Housing and Urban Development (HUD). Following a public comment period and subsequent City Council action on July 14, 2014, a recommendation regarding this amendment will be forwarded to HUD for their consideration and approval. All citizens are welcome to submit comments at any time during the public comment period or at the public hearing. In advance of the public hearing, alternative formats of this information and accommodation for persons with disabilities will be made upon request (10 hour notice is required). Summary of Proposed Amendment -Activity Changes: Transfer Bennett Park Recreation Program to Romkey Park: $13,000
Recommend Bennett Park (302 17th St S) programming be discontinued due to low participation. Programming is proposed to be transferred to nearby Romkey Park (900 19th St S) where increased participation is expected.
